Yemen: 10 people arbitrarily detained in Al-Hadida province

Throughout 2009 numerous arrests have been made in the Al-Hadida province under the pretext of the so-called "War on Terrorism". The student community and political activists have been particularly affected.

On 18 March 2010, Alkarama sent the cases of ten such victims to the Working Group on Arbitrary Detention, requesting its intervention with the Yemeni authorities.

The following ten individuals are all victims of arbitrary detention, and are now detained by Political Security services in Mouhafadat, Al-Hadida, west Yemen. Some have been detained for over a year without ever seeing a judge or being subject of any legal proceedings.

1. Ahmed Mohamed Ahmed Khaloufa (أحمد محمد أحمد خلوفة), a 28 year-old mechanic, was arrested on 12 December 2009 at his home by officers of the political security forces and taken to an unknown destination. For nearly a month, his family had no idea where he was before being allowed to visit him.

2. Ayman Abdullah Nasser Ismail Allak (أيمن إسماعيل عبد الله ناصر علاك), a 20 year-old student, was arrested on 7 December 2009 by political security officers and taken to an unknown destination. He was held incommunicado for twenty days before his family were given visitation rights.

3. Murad Ali Mohamed Salem (مراد علي محمد سالم), a 21 year-old student, was arrested on 7 December 2009 after appearing for summons at the request of the Political Security services in Al-Hadida. He remained deatined for ten days and he was denied contact with the outside world. His brother (see below) was already detained at the same location since 26 January 2009.

Yaser Abdullah Marjou Salem (ياسر عبد الله مرجوع سالم), a 24 year-old pharmacist, was arrested at his place of work on 26 January 2009 by Al-Hadida Political Security forces and taken headquarters . He was deprived of contact with the outside world for nearly two months before his family were able to visit him.

5. Ashraf Said Abdu Ghanem Al-Maqtari (أشرف عبده سعيد غانم المقطاري), a 31 year-old accountant and father of two, was arrest at his place of work on 14 January 2009 by plainclothes Political Security officers. He was denied any contact with the outside world and his family for over a week.

6. Khaled Mohamed Ahmed Mahdi Al-Saafani (خالد محمد مهدي أحمد الصعفاني), 26 year-old student. He was arrested on 1 March 2009 after he presented himself to the local security services after receiving a summons. For the first two weeks he has been denied contact with the outside. When he was visited by his family, Political Security officers told him that he was suspected of belonging to Al-Qaeda. His brother Abdulrahman Al-Saafani has been held by the Political Security services since 6 September 2008 (see below).

Ahmed Abdulrahman Ahmed Mahdi Al-Saafani (عبد الرحمان أحمد مهدي أحمد الصعفاني), a 24 year-old student , was arrested in the early hours of 6 September 2008 by Political Security agents who took him to an unknown destination. For two weeks, his family had no information as to his whereabouts. He is also suspected of belonging to Al-Qaeda.

8. Abdullah Mohamed Hassan Al-Wassabi (عبد الله محمد حسن الوصابي), a 22 year-old servant, received a phonecall on 19 August 2008 from the Al-Hadida security services directory requesting his summons, however he refused to go. The next morning, he was arrested at his workplace and taken directly to the Political Security services detention center in Mouhafadat, Al-Hadida. He was denied any contact with the outside world for ten days, after which his family was allowed to visit him and later learned he was detained as a preventive measure.

9. Osama Abdallah Yahya Sharaf Zine (أسامة يحيى عبد الله شرف زين), a 28 year-old student, was arrested outside at his home on 25/01/2009 by Political Security officers who took him to an unknown destination. His family had no information for two months before being given visitation rights.

10. Yahya Abdullah Abduljabbar Qotn (عبد الجبار يحيى عبد الله قطن), a 19-year old student was arrested on 12 January 2009 on a highway and taken to an unknown destination by Political Security officers . He was held incommunicado for ten days before being given visitation rights.

None of the abovementioned victims were brought before a magistrate to be formally charged nor have they ever been given notice of the proceedings being brought against them. And none of them have access to counsel or a legal procedure for challenging the lawfulness of their detention.

All these men were arrested without a judicial warrant, either at their homes, at work, or after appearing before security services following a summons.
