UAE: Al Islah Activist – not amongst the 'UAE94' - disappeared for 3 months

Saud Kulaib Al Tenaiji is not amongst the group known as the 'UAE94', the 94 activists who are currently facing unfair mass trial before Abu Dhabi Federal Supreme Court. However, he is a political activist from the Al Islah movement who has been disappeared for almost 3 months. Since his arrest at Dubai International airport on 29 December 2012 by Emirati security forces, his family remains unaware of his whereabouts and the authorities refuse to acknowledge his detention. Alkarama fears for Mr Al Tenaiji's physical and mental integrity as several of the 'UAE94' reported having been tortured while in secret detention.
On 29 December 2012, Saud Al Tenaiji, an employee of the Ministry of Health from Ras Al Khaimah, was arrested at Dubai International Airport on his way to pilgrimage to Mecca. According to his wife and brother present at the moment of the arrest, he was handed over by the airport personnel to individuals in civilian clothes who are believed to belong to the security services. The modus operandi of the services responsible for Mr Al Tenaiji's disappearance recalls the one of the security services in secret detention cases that Alkarama has previously documented.

Since Saud's arrest last December, his family has contacted the Emirati State Security Prosecution office several times as well as the security services to inquire about his whereabouts but both denied his detention and declared being unaware of his arrest or disappearance.

Saud Kulaib Al Tenaiji is a member of the Al-Islah movement, a peaceful group calling for political reform in the United Arab Emirates. In the context of the recent major crackdown on political and human rights activists, there is no doubt that his disappearance is a measure of repression undertaken by the Emirati security services to further silence the movement. Mr Al Tenaiji was previously subjected to arbitrary measures from the authorities. He was forcibly relocated from the Ministry of education to the Ministry of Health. The state security services recently took such measures, including forced retirement, against other Al Islah members.

Today, Alkarama requested the urgent intervention of the UN Working Group on Enforced Disappearances with the Emirati authorities to ensure that Mr Al Tenaiji is immediately released or placed under the protection of the law. We furthermore ask that the victim's family be informed of their relative's fate and whereabouts in the shortest possible delays.
