Syria: Two brothers disappeared in Aleppo since 2012

Syria Hikmat Amir Shihabi

Amier Shihabi and his older brother Hikmat have been abducted respectively on 15 April 2012 and 1 October 2012 in Aleppo. They were aged 22 and 32 at the time of their disappearance and used to both work in the sewing industry in Aleppo. Amier, who took an early part in the demonstrations in 2011, had already been arrested on 10 January 2012 and released after 15 days of detention at the occasion of which he was subjected to torture.

Abduction of Amier at his home
Amier was abducted while he was at home by a joint patrol formed of the police branch of Hanano and members of the Air Force Intelligence. No warrant was shown and some of the officers present were wearing plain clothing. Amier was dragged out of his house in his underwear, beaten up, and put in a car before being taken to an unknown location.

His family tried to locate him by asking the Air Force Intelligence branch in Aleppo but got nothing but threats against other members of their family, making it impossible for them to find out more about him.

Abduction of Hikmat at a checkpoint
On his side, Hikmat was abducted while he was with a group of friends on his way to a shelter center situated in the Zahra Association neighbourhood, on 1 October 2012. As him and his friends were passing by a checkpoint next to Al Rahman Mosque, some soldiers decided to check their identities. When they discovered that Hikmat was the brother of Amier, who had been abducted six months before, they beat him up and brought him into a car to an unknown location.

His family members also tried to get to know where he had been taken by asking the soldiers at checkpoint where the abduction took place but they were as well threatened and beaten up by soldiers.

Because of the fighting in Aleppo and the constant harassment and raids of the Syrian forces on their house, the Shihabi family had to leave the city without knowing the fate of their children. They were unable to have any contact with them since their disappearances.

Alkarama expresses its grave concern over the fates of these two brothers as they might be subjected to torture. In this sense, a communication was sent to the UN procedures on their behalf and of their family, for the Syrian authorities to immediately release them or at the very least that they be put under the protection of the law.
