Lebanon: Hassan Kayed risks being tortured following arrest by Lebanese authorities

On Wednesday, 26 October 2011, Hassan Kayed, a 34-year old Palestinian refugee living in Lebanon, was arrested by Lebanese Military Intelligence services. Since his arrest, his family have been unable to establish contact with him. The only information they have is that he is currently detained by the Military Intelligence in Mount Lebanon.

Alkarama is deeply concerned by those events as Mr Kayed was already arrested and tortured by the Lebanese authorities following his initial arrest in 2007. He was forced to sign false confessions under torture on the basis of which he was convicted in 2008. Alkarama had already raised these concerns about his case.

While the reason of his arrest remains unknown, Alkarama is particularly worried that his most recent arrest constitutes a reprisal for the previous contact he and his family have made with Alkarama denouncing violations against them.

We therefore call on the Lebanese authorities to refrain from the use of torture and ill-treatment, as obliged by international law. We further recall they are obliged to respect international standards relating to conditions of detention and fair trial norms, including the right to access legal counsel. We therefore urge them to release Mr Kayed or to place him under the protection of the law, and ensure that he is not subjected to any mis-treatment or abuse. Alkarama has also transmitted information relating to this urgent situation to the UN Special Rapporteur on Torture to seek his intervention on Mr Kayed's behalf.
