Morocco: Abductee Remains Disappeared, Authorities Deny Arrest

Rachid Almakki was abducted by intelligence officers on 23 April 2010 in Casablanca and taken to an unknown location.

On 22 July 2010, Alkarama sent his case as an urgent appeal to the Working Group on Enforced or Involuntary Disappearances (WGEID) requesting its intervention with the Moroccan authorities for his release.

Rachid Almakki, 33, is a computer salesman who lives in Casablanca.

Immediately following his abduction, his family made inquiries with various police authorities in Casablanca in an effort to find out the reasons for his arrest. However, the authorities denied any involvement in his arrest.

Rachid Almakki's abduction occurred at the same time as many other kidnappings in and around the Casablanca region. Alkarama sent several such urgent cases to the WGEID, after which many of them would later appear in front of the Rabat Court prosecutor on 6 May 2010.

Despite the court appearances of several abductees kidnapped around the same time as Rachid Almakki - he has unfortunately not reappeared. His family is extremely worried as there are have been various cases of alleged torture reported by the victims of the latest waves of arrests.

During its latest visit to Morocco in late June 2009, the WGEID was able to compile its mission report (published on 9 February 2010), in which it confirms having received (post-1999) several allegations of enforced disappearances carried out under the pretext of the so-called ‘war on terror'.

Although the Working Group has taken note of the Moroccan authorities pledge to no longer tolerate these practices, the WGEID continues to urge the Moroccan government to take all the necessary measures to prevent the reoccurrence of such practices. It is clear, however, that the commitments made by the Moroccans to the UN experts have gone unheeded.
