On 23 June 2010 Alkarama submitted Khaled Said Kasem's case to the Special Rapporteur on extrajudicial, summary or arbitrary executions and the Special Rapporteur on Torture, requesting their intervention with the Egyptian authorities. The necessary aim would to be to open a full and impartial investigation into the death of Khaled Said Kasem Said in order to establish those responsible for his death. Khaled Said Kasem was tortured to death and it is clear that the perpetrators should be brought to justice. Furthermore, the Egypt authorities should take further effective measures to prevent such incidences from recurring.
Khaled Said Mohamed Kasem, 28, lived in Alexandria, where he worked in commercial business. At around midnight on 8 June 2010 four police officers entered an internet cafe on Boubasste St. looking for Khaled Said Kasem. The manager subsequently asked them to leave and Khaled Said Kasem was dragged outside on the street, where he was beaten to death.
Witnesses at the scene identified the four plainclothes officers from Sidi Jaber police station. Their names are as follows:
- Mahmoud Salah Mahmoud,
- Ismail Slimane
- Mohamed Thabet
- Ahmed Otman
Following the violent beatings, Khaled Said Kasem collapsed to the ground and lost consciousness. The policemen continued to beat him while he was unconscious, kicking him in the head and face.
Numerous witnesses have reported that agents were then loaded the victim into their car before returning moments later on the scene where they threw Khaled Said Kasem's lifeless body onto the highway.
News of the killing quickly spread throughout Alexandria and across Egypt. Many citizens took to the streets in protest against the security services brutal actions; against the impunity they enjoy after committing such a murder.
Immediately after the incident, Sidi Jaber's Prosecutor General received a complaint from Khaled Said Kasem's family, and would later be forced to open an investigation. Soon after, the Egyptian public opinion and several Arab media news stations mobilized their efforts to shed light on the brutal killing.
The murder of Khaled Said Kasem by the Sidi Jaber police officers is indicative of the climate of impunity amongst Egypt's security services.
