Iraq: Enforced Disappearance of Another Citizen from Dulaim since October 2014

On 18 October 2014, 26-year-old worker Arshad Al Dulaimi was with his cousin crossing the checkpoint situated on Dulaim bridge, north of Baghdad, when they were arrested by the military forces and taken to Al Aqrab prison, in the nearby city of Hillah. The authorities have, however, always refused to provide any information on Al Dulaimi's whereabouts. Concerned over his fate, on 3 February 2016, Alkarama and Al Wissam Humanitarian Assembly sent a communication to the United Nations Committee on Enforced Disappearances (CED), hoping that this treaty body − a committee of independent experts that monitor implementation of the core international human rights treaties by its State parties − could help locate the victim.

Iraq: Another Man from Dulaim Disappears from Detention Centre on the Day of His Release

On 18 October 2014, 55-year-old Haytham Al Dulaimi was arrested in his home by 5 heavily armed men in civilian and military clothes and taken to the Al Aqrab Brigade in Al Hallah. After being acquitted by the Hillah Court, Al Dulaimi was taken to the Hillah Intelligence Branch, from where he was supposed to be released on 30 November 2014. However, Al Dulaimi never left the detention facility and his family has since then received no news of his fate and whereabouts. Concerned over these facts, on 13 January 2016, Alkarama and Al Wissam Humanitarian Assembly sent a communication to the United Nations Committee on Enforced Disappearances (CED), hoping that this mechanism for the protection of human rights can help locate him.

Iraq: Lawyer Faces Continued Harassment

Alkarama welcomes the release, on 10 January 2016, of lawyer Mouayad Obeed Al Ezzi, who was arrested on the basis of an already cancelled arrest warrant by members of the police forces on 29 December 2015. The lawyer of several employees or persons with alleged personal connections with former Vice President Tariq Al Hashimi − all sentenced to death by the Central Criminal Court of Iraq on the sole basis of confessions extracted under torture and following a heavily flawed trial − Al Ezzi had been the victim of continued harassment since 2013. Concerned over his fate and the constant reprisals against lawyers in Iraq, on 13 January 2016, Alkarama seized the United Nations Special Rapporteur on the Independence of Judges and Lawyers (SR IJL) Monica Pinto, asking her to request information on his case from the Iraqi government and to urge the Iraqi authorities to fulfil their international obligations, guaranteeing that lawyers be protected from harassment or abuse.

Iraq: 17-year-old Construction Worker Disappears in Baghdad Governorate

On 11 October 2015, construction worker Ayoub Al Mashhadani, aged 17 at the time, was arrested at his workplace and taken to an unknown location. Until today, his family was not able to obtain any information on his fate and whereabouts. Concerned over these facts, on 7 January 2016, Alkarama and Al Wissam Humanitarian Assembly sent Al Mashhadani's case to the United Nations Committee on Enforced Disappearances (CED), with the hope that this mechanism for the protection of human rights can help locate him.

Iraq: Another Case of Enforced Disappearance by SWAT Unit During Mass Arrest Campaign in the Village of Dulaim

On 28 July 2014, 27-year-old Iraqi national, Salah Al Dulaimi disappeared following his night arrest by a squad of the Special Weapons and Tactics Unit (SWAT), a special security force that has considerably strengthened since its creation by the U.S. Army during the occupation. Worried about his fate, in particular since Al Dulaimi had been missing for almost a year and a half, Alkarama and Al Wissam Humanitarian Assembly wrote to the United Nations Committee on Enforced Disappearances (CED) on 8 January 2016, hoping this Special Procedure for the protection of human rights could help clarify his fate and whereabouts.
