Saudi Arabia: Disappearance of Abdullah Al Nuaimy, former Guantanamo detainee

Protest in BahreinNuaimy Al Abdullah - Protest in Bahrein Abdullah Al Nuaimy, a Bahraini, was detained by the United States of America Camp in Guantanamo Bay for more than 4 years before being released without trial on 05 November 2005. On 29 October 2008 he travelled to Saudi Arabia by road. He was arrested at the border, and has disappeared since then.

ALKARAMA sent a communication to the Working Group on Enforced Disappearances, the Special Rapporteur on torture and the Special Representative for Defenders of Human Rights, asking them to intervene urgently with the Saudi authorities.

Mr. Abdullah Majid Sayah Al Numaimy is 26 years old and lives in Bahrain. After his release from Guantanamo, he formed a support Committee for Guantanamo prisoners and has been particularly active in the human rights movement of his home country, as well as working with several human rights NGOs.

He was forbidden to travel by Bahraini authorities until recently, when his ban was lifted in September 2008.

It was given this background that he went by road on 29 October 2008 around midday towards Saudi Arabia with a friend. He was arrested at the Fahd bridge border post by the Saudi security services and taken to an unknown destination.

According to the witness who was with him, and who was not personally affected, the agents who arrested Mr. Nuaimy gave no reason for his arrest, and did not present a warrant.

The family was alerted the same day and initially thought that it was a simple check, and that he would quickly be released. After waiting a few days, the family began enquiries with the Bahraini authorities, which are bound to Saudi Arabia by bilateral security agreements.

Mr. Al Nuaimy managed to speak to his wife by phone for a few seconds on 20 December 2008 to inform her that he had been detained by Saudi Arabian security services, but that he did not know where he was being held.

The family has made enquiries with the Bahraini Ministry of Foreign Affairs, the Saudi Embassy in Manama and the Bahrain Embassy in Riyadh, but has received no information or clarification from the Saudi Arabian authorities.

The Bahraini Ministry of Foreign Affairs, however, recently informed the family that the Saudi authorities deny holding him. This refusal to recognise his detention by authorities in Saudi Arabia particularly worried his wife and family, who had no information about his fate or current conditions.

Given these circumstances, Mr. Al Nuaimy is clearly a victim of enforced disappearance, because he was arrested by agents of the state and the authorities deny holding him, thus refusing to reveal his fate and location.
