Syria: UN Commission of Inquiry speaks of harrowing violence as "war displays all the signs of a destructive stalemate"

On 11 March 2013, the UN Human Rights Council held an interactive dialogue with the Commission of Inquiry on Syria, which presented its report as well as an oral update to the Council. Mr Paulo Sergio Pinheiro, the Chairperson of the Commission, highlighted the fundamental aspects of the report published on 18 February 2013. 
He particularly brought to the Human Rights Council's attention the increase in violence perpetrated by the Government forces as well as anti-Government groups. Moreover, he recalled that both parties had failed to protect civilians and are believed to violate children's rights. Indeed, they are not only growing up in a traumatic environment, but they also get forcibly involved in the conflict.
In their comments, most States welcomed the report and voiced their support for an extension of the Commission's mandate. Amongst the NGOs present at the dialogue, a representative of the Press Emblem Campaign evoked the dramatic situation of the journalists who work in Syria because of their arbitrary detention, involuntary disappearance and the acts of torture they are subjected to. On this occasion, they recalled the arbitrary detention of Mr Mazen Darwish, an emblematic figure of the struggle for human rights in Syria.
In reply to certain States who question the impartiality of the Commission due to biased information, Mr Pinheiro underlined that the Commission will continue to "ask the Government for access" to the Syrian territory to complete the information on which they base their findings.
In the absence of national measures, the Commission deems it important that the international community and the UN Security Council take the necessary measures to ensure accountability, as "there could be no enduring peace without justice." He further recalled that the situation could be referred to "international justice mechanisms, including the International Criminal Court."
