Syria: Leading member of the Syrian Democratic People's Party George Sabra disappeared for third time in 3 years

On 21 June 2011 Mr Georges Sabra was arrested for the third time in three years by armed agents from the security services. Leader of the main opposition party in Syria, he has suffered persecution in recent years, including arrest and enforced disappearance, the first time on 24 March 2010 and a second time on 10 April 2011. At present, a month after his second release on 10 May 2011, he was again disappeared by the Syrian authorities.
His family has not been able to obtain any information on his whereabouts as of 21 June. His wife has taken all possible steps to establish where he is currently being detained, including visiting the Air Force Intelligence services headquarters, usually held accountable for disappearances, secret detentions and arrests, and asked about her husband's fate. However, the authorities refuse to recognize his detention. On 6 August, she headed to the State Security Branch in Kafar-Souseh, Damascus, where a former prisoner allegedly saw Mr Sabra. Here again the authorities denied his detention. Finally, on 7 August, she met with the General Attorney in Damascus, who told her that as long as Mr Sabra had not been presented to a judge, it was not in his power to act upon his case.

While disappeared, Mr Sabra is at risk of being tortured. His case was therefore sent, in addition to the Working group on Enforced Disappearance, to the Special Rapporteur on Torture. Mr Sabra's situation illustrates the violence used by the regime against peaceful demonstrators and especially against political dissidents. A pattern of widespread disappearances appears to be emerging in Syria, and we've received reports that the majority of those arrested are undergoing a period of incommunicado detention, which could be assimilated to a disappearance if the family is not able to obtain any information on the whereabouts of fate of their loved one. It's exteremly concerning as a period of disappearance places individuals at hightened risk of torture and ill-treatment.

Alkarama therefore calls on the authorities to immediately release Mr Sabra. In addition, they should respect their obligation under Human Rights Council resolution S-16/1 to "immediately cease any intimidation, persecution or arbitrary arrests of individuals, including lawyers, human rights defenders and journalists".
