Alkarama Report: European States confronted with Impunity

In the face of ongoing impunity across the Arab World, Alkarama has published a detailed report on how to use universal jurisdiction in Europe to prosecute those responsible for torture, crimes against humanity, genocide or war crimes.

The 24-page report, entitled "European States confronted with Impunity", summarizes the concept of universal jurisdiction as laid out in domestic and international law and analyses its implementation within individual European countries, in this case, Belgium, France, Germany, Spain, Switzerland and the United Kingdom.

USA: Arbitrary detention of three Sudanese nationals in Guantanamo Bay camps

Alkarama for Human Rights submitted, on 29 October 2008, a communication to the Working Group on Arbitrary Detention to inform them of the arbitrary detention of three Sudanese nationals in the U.S. military base at Guantanamo Bay. All three have meanwhile been released.

On 2 May 2008, Sami Al Hajj, a cameraman for Al Jazeera, was finally released. He was arrested on December 15, 2001, near the Pakistan border and detained at Guantanamo Bay. He was taken, handcuffed, in an American plane to Khartoum airport. He was handed over to the Sudanese authorities and was immediately transferred to the Amal hospital. He managed to give his first interview although he did look very weak.

Alkarama for Human Rights has just learned that the Working Group on Arbitrary Detention issued opinion 11/2007 of 11 May 2007 on the detention of Mr. Amin Al-Bakry at America’s Baghram military base in Afghanistan.  Alkarama had sent two communications, one to the Working Group on Arbitrary Detention on 5 July 2006, the other to the Special Rapporteur on the Promotion and Protection of Human Rights while Countering Terrorism on 7 February 2007.

Abdul Rahman Ma’ath Thafir, a Saudi citizen, was found dead in his cell on 29 May 2007 at GuantanamoBay camp.  The American military authorities concluded that it was an “apparent suicide.”

Abdul Rahman Ma'ath Thafir, aged 34, reached Guantanamo in February 2002.  “The detainee was found unresponsive and not breathing in his cell by guards. The detainee was pronounced dead by a physician after all lifesaving measures had been exhausted,” according to the US Army Southern Command.  It has not, however, been revealed how Al Amri died.  Abdul Rahman Al Amri is one of the 40 detainees who went on hunger strike in 2005.
