On 24 June 2010, Alkarama sent Omar Makhlouf's case to the Special Rapporteur on torture (SRT), requesting his intervention with the Egyptian authorities to open a full and impartial investigation in order to establish the facts behind the acts torture committed against Omar Makhlouf and to prosecute those responsible.

Omar Abdelaziz Makhlouf was first arrested in September 2006 at his home in Cairo by SSI agents, who were without a warrant at the time of the arrest. He was released 33 days later without any judicial process.

Following his 12 June 2010 arrest, SSI agents took him to their premises in Nasr City and placed him in secret detention.

During his detention, Omar Makhlouf was subjected to serious acts of torture and other ill-treatment by SSI agents. He was forced to stand several days and prevented from sleeping. He was severely and systematically beaten on all parts of his body and was electrocuted several times on his ears and on other sensitive body parts, losing consciousness several times during the torture sessions.

The torture sessions have wreaked havoc on his physical condition, to the point that his legs are now paralyzed. He also suffers from persistent pain caused by fractures to three of his ribs. The situation is heightened by the fact that he does not have access to proper medical care in prison.

Following his release from SSI premises in Nasr City, Omar Makhlouf was imprisoned at Abu Zaabal before being transferred to Al-Wadi Al-Jadeed prison in June 2009, without ever appearing before a judge or having charges laid against him.

Alkarama strongly condemns act of torture, which continue to perpetuate themselves because of almost the total impunity on the part of the perpetrators.
