On 15 November 2016, the Egyptian Parliament proposed a flawed new draft NGO Law that replaces both the previous 2002 Law on Associations and the draft NGO Law that was presented by the government earlier this year. The latter, which was proposed by Egypt’s cabinet in September 2016 and presented to the Parliament for review, sparked wide criticism in Egypt; Alkarama had consequently sent a communication to the Special Rapporteur on the rights to freedom of peaceful assembly and of association (SR FPAA) to solicit his urgent intervention on the matter.

On 3 November 2016, Alkarama alerted the United Nations Working Group on Enforced or Involuntary Disappearances (WGEID) of the case of Qadry Samy Zaky Abd Elrahman Muafy, a 49-year-old Egyptian citizen from Kafr Saad, Damietta Governorate who was abducted by members of the Police in Mit Ghamr, Dakahlia Governorate on 29 October 2016.

On 19 October 2016, Alkarama referred to the United Nations Special Rapporteur on the Right to Health (SRH) the case of Ali Ahmed Ali Kerata, a 53-year-old employee who was arrested on 19 August 2014 in Damietta by members of the police forces falling under the Egyptian Ministry of Interior. Detained in the central police station of Damietta, Kerata is suffering from life-threatening health issues and is denied access to adequate medical care. His health continues to aggravate and his family fears that his life is at risk should he not be provided with immediate and appropriate medical care.

On 12 October 2016, Alkarama alerted the United Nations Working Group on Enforced or Involuntary Disappearances (WGEID) of several cases of disappearances in Egypt, concerning two young students, Ahmed Abdelrahim Hanafi Abdelrahim and Ahmed Atef Ahmed Abdelrahim Al Baghdadi, who recently went missing, as well as two men, Mohamed Gomaa Youssef Afifi and Abdelrahim Mahmoud Abd Annabi Alsayed, who have been disappeared for 10 months and two years respectively.

On 30 September 2016, Alkarama alerted the United Nations Working Group on Enforced or Involuntary Disappearances (WGEID) of the case of Ahmed Abdelrahman Ahmed Youssef Mabrouk, an Egyptian medical student who disappeared on 6 September. That day, Mabrouk was abducted by members of the Homeland Security at the University Hospital of 6th of October City, Giza Governorate, and has since gone missing, with the authorities denying any implication in his abduction and refusing to disclose his whereabouts. His case adds to the thousands of disappearances that occurred in the country, including the recent disappearances earlier this month, of a lawyer and another student in the Giza Governorate.

On 8 September 2016, the Cabinet of Egypt approved an alarming draft NGO law that is currently under review by the Egyptian Council of State. In light of the worrisome content of the draft law that violates both the Constitution and international human rights instruments, on 29 September 2016, Alkarama sent a communication to the Special Rapporteur on the rights to freedom of peaceful assembly and of association (SR FPAA). The letter first informs the Special Rapporteur of the draft law problematic provisions, such as the strict control of National Security Services over the funds and activities of associations, and requested his urgent intervention with the Egyptian authorities to prevent this draft law from being enacted as long as it does not comply with international human rights law.

That day, Gamal Mohamed Ahmed was abducted by members of the National Security Agency at 6th of October City, Giza Governorate, and has since gone missing, with the authorities so far refusing to provide information on his fate and whereabouts. His case adds to the thousands of disappearances that occurred in the country, including the recent disappearance of a lawyer in the Giza Governorate.

On 2 September 2016, Alkarama referred the case of Mohammad Mahmoud Sadeq Ahmed, an Egyptian lawyer who disappeared on 30 August, to the United Nations Working Group on Enforced or Involuntary Disappearances (WGEID). That day, Mahmoud Sadeq Ahmed was abducted by members of the police forces in Giza train station and has since gone missing, with the authorities refusing to provide information on him. His case adds to the thousands of disappearances that occurred in the country and that Alkarama has been extensively documenting in recent months.

On 24 June 2016, Alkarama sent a report to the Sub Committee on Accreditation (SCA) of the International Coordinating Committee of National Institutions for the Promotion and Protection of Human Rights (ICC-NHRI) in view of its review of Egypt's National Council for Human Rights (NCHR) at its next session in November 2016. Recalling that the NCHR had not been reviewed since 2006, Alkarama stressed that it had not been able to independently and impartially promote and protect human rights in Egypt and it therefore invited the Sub-Committee to downgrade the NCHR from status A to B to mark its non-compliance with international standards.
